The programme of the United Nations Human Security Unit, led by Professor Yukio Takasu, plays a decisive role in the challenges facing humanity — ever since the then UN Secretary-General, Kofi Annan, stated in 2000 that Human Security means "freedom from fear and freedom from want", laying the groundwork for the Millennium Development Goals. In September 2015 the 194 UN signatory countries adopted, in New York, the 17 Sustainable Development Goals of the 2030 Agenda — Global Compact.
ISHALC committed, alongside Professor Yukio Takasu, to advancing Human Security in Latin America and the Caribbean by 2030. At the 14th United Nations World Congress in March 2021, ISHALC was co-organiser of a side event held by the UN Human Security Unit together with ILANUD, presenting the programme "Human Security Through the Eyes of a Child – Literary Basket" and the Human Security Index (ISH).
